This reform is a systematic top-level design based on a careful summary of domestic and foreign experiences. It is a self innovation with a cutting edge approach, with the ultimate goal of building a scientific, convenient, and efficient engineering construction project approval management system nationwide. The main tasks of the reform include unifying the approval process, streamlining the approval process, improving the approval system, and strengthening supervision and management. The main goal of the reform is to reduce the approval time for pilot areas from an average of over 200 working days to 120 working days in 2018. This goal will be achieved nationwide in the first half of 2019, and a unified national engineering construction project approval and management system will be basically established by 2020.
