The pilot reform of the approval system for construction projects is steadily advancing.
The Central Committee of the Communist Party of China and the State Council attach great importance to promoting the transformation of government functions and the reform of "delegating powers, regulating powers, and serving the people". The reform of the approval system for engineering construction projects is an important part of promoting the transformation of government functions and the reform of "delegating management and service". In March 2018, Premier Li Keqiang explicitly proposed in the "Government Work Report" the requirement of "further reducing the approval time for engineering construction projects by half". In June 2018, Premier Li Keqiang made a clear request at the national teleconference on deepening the reform of "streamlining management and serving the government" and transforming government functions, that the approval time for the entire process of engineering construction projects from project initiation to completion acceptance be reduced by half within five years. Vice Premier Han Zheng has repeatedly listened to reports and requested the Ministry of Housing and Urban Rural Development to effectively carry out the reform of the approval system for engineering construction projects, carry out pilot reforms in some regions, and hold special meetings to study and deploy relevant work.
The 19th National Congress of the Communist Party of China has ushered in a new era of socialism with Chinese characteristics, and the comprehensive deepening of reform has entered a new stage. It is necessary to focus on key and difficult points, and concentrate on overcoming difficulties. The reform of the approval system for engineering construction projects is a key focus of the "streamlining management and serving" reform. The pilot work of the approval system reform for engineering construction projects has a heavy task, tight schedule, and high requirements, which is a difficult battle that must be won.
At the beginning of 2018, the State Council decided to have the Ministry of Housing and Urban Rural Development take the lead in reforming the approval system for engineering construction projects. The Ministry of Housing and Urban Rural Development, while guiding and urging Beijing and Shanghai to study and introduce reform plans to improve the ranking of construction permit indicators, carefully summarizes and draws on domestic and foreign experiences, drafts and carries out reform documents for the approval system of engineering construction projects. The Ministry of Housing and Urban Rural Development requested the State Council to issue Document No. 33 (2018) of the State Council in May, and decided to carry out pilot work for the reform of the approval system of engineering construction projects in 15 cities such as Beijing and Zhejiang Province.
The most prominent feature of this reform is the full process and full coverage, covering the entire process of engineering construction projects from project approval to completion acceptance and public facility access services; Covering various matters such as administrative licensing, technical review, intermediary services, construction and municipal public services, and filing for housing construction and urban infrastructure projects. This reform is a systematic top-level design based on a careful summary of domestic and foreign experiences. It is a self innovation with a cutting edge approach, with the ultimate goal of building a scientific, convenient, and efficient engineering construction project approval management system nationwide. The main tasks of the reform include unifying the approval process, streamlining the approval process, improving the approval system, and strengthening supervision and management. The main goal of the reform is to reduce the approval time for pilot areas from an average of over 200 working days to 120 working days in 2018. This goal will be achieved nationwide in the first half of 2019, and a unified national engineering construction project approval and management system will be basically established by 2020.
At present, the pilot work of reforming the approval system for engineering construction projects is steadily advancing. On June 4, 2018, Vice Premier Han Zheng presided over the reform of the approval system for engineering construction projects in Xiamen City
